10TH NGO COORDINATION MEETING

Sanur Paradise Plaza Hotel – 8 April 2003, 6:00 PM
 
  1. Minute of Last Meeting
    Rohman opened the meeting at 6:20pm by introducing the minutes of the last NGO meeting (9th), which were accepted.

  2. Attendance New Members and Organizations
    Organizations that attended the meeting for the first time introduced themselves. There were 2 new organizations and 12 people invited from the government. The new organizations were :

    1. Yayasan Anak Bahagia - Robin Lynn
      This is an NGO that has been operating since ~ 1993, working on a safe motherhood project in the Ubud area, including pre- and post-natal care and birth services.


    2. Bali Students Foundation from Holland
      This organization was formed after 12 October 2002 and two of the members are here for one month planning a 7-day event in Kuta for August 2003, with the support of the Department of Tourism (Pak Ardika), with the goal of showing that Bali is safe for tourism. Long-term goals include sustainable tourism and ecotourism.

  3. The members of the government who were invited were:

    1. Dr. Sariswati from the Dinas Kesehatan Propinsi Bali
    2. Dr. Made Molin the Dinas Kesehatan Propinsi Bali
    3. IGK Budhiarta from DPRD Badung
    4. Rum Dibya, from Dinas Tenaga Kerja (Disnaker) Propinsi Bali
    5. Ida Sudarshana from RSUP Sanglah
    6. Ketut Yasa, from Pemda Tingkat I Bali
    7. I Gst Agung Gde Martha, From Dinkes Kabupaten Badung
    8. Putu Budhiasa, from Dinas Pariwisata Daerah (Diparda) Propinsi Bali
    9. Agus Sriyono from Polda Bali
    10. Nyonya I Gst Ngurah Ketut From BK3S Propinsi Bali
    11. Nyonya Ida Bagus Yudara Pidada From BK3S Propinsi Bali
    12. Cok Sila Putra from Badan Koordinasi Daerah (BAKDA) Propinsi Bali
    13. I Gst. Ketut Marutha From Dinas Pariwisata Daerah (Diparda)

  4. Update on the Database
    Graeme Stevens sent data regarding the database that are being sent as a separate attachment, as there is a lot of information. Please note the attachment.

  5. Special Item
    Lyn McLenan gave a presentation on the PMI (Red Cross Indonesia) and the Australian Red Cross, assisted by Priyo. She discussed supported projects for 2003-2006, including ambulance service, blood service, disaster preparedness and response, and a training centre.

  6. Sub Committees
    An update from each sub committee was discussed as follows:

    1. Counseling
      IMC reported that to date 91 Indonesian patients have received counseling.


    2. Medical Immediate
      Bali Hati to date has taken care of 67 bombing victims; 27 have recovered, and 7 have been sent to Perth for further treatment.


    3. Medical Long-term
      Parum Samigita, has given Puskesmas in Legian Rp. 1.050.000.000.


    4. Environment
      Parum Samigita conducted a clean beach program for 3 days with 12.000 people from Kuta, Legian and Seminyak.

      Parum Samigita also discussed the need for an environmental program in Ceningan with a cost of ~ Rp. 11.000.000. Pusat Pendidikan Lingkungan Hidup (PPLH) also needs Rp. 500.000 for a discussion program with farmers.

    5. Economic Recovery
      Harry from SOS Bali spoke about his concerns regarding the SARS effort and the fact that there aren’t enough supplies such as masks and gloves at the airport to inspect all incoming passengers; he mentioned this under economic recovery because of its potential impact upon tourism. Dr. Molin from the Dinas Kesehatan Propinsi Bali in response gave some general information regarding SARS, such as incubation period from 2-7 days, the need for frequent hand-washing, and not to panic. He requested all potential cases of SARS be referred to Sanglah Hospital.

    6. Public Awareness
      Bali Hati has given financial aid to 53 Paddy’s staff members, 50 victims (families and individuals) and has given farm animals to poor people.

      Zero To One, memberikan dukungan financial sebesar Rp. 550.000 (Standar UMR) kepada 27 orang korban langsung maupun tidak langsung tragedy bom.

    7. Family Support
      Zero To One has given financial help in the amount of Rp. 12.100.000 to 23 families of victims and is searching for a solution to help the Samaki children whose father is in custody in Australia and whose mother has died, possibly searching for a third country to help these children.

      BIWA, is giving humanitarian and financial aid to woman and children victims of the bombing and is giving them education and handicraft training in conjunction with Bali Hati.


  7. Response from the government and dialogue between government and NGOs.


    1. Dinas Kesehatan Propinsi Bali: Coordination between the government and the community is necessary in order to treat victims of the bombing; issues of education should be coordinated with Biro PKPP.


    2. BK3S clarified that BK3S is not a government institution but a government partner working to coordinate social activities


    3. Kesatuan Kebangsaan dan Perlindungan Masyarakat (Kesbanglinmas) has been active in giving financial aid to victims of the bombing.


    4. Dinas Pariwisata Daerah (Diparda) reported that many tourism sector workers have been laid off and need assistance in receiving training for new employment.


    5. DPRD Badung reported that a program for drainage, planning and cleaning of the beaches with has been completed with a grant of Rp 14 billion.


    6. Dinas Tenaga Kerja (Disnaker) reported that unemployment has risen to 58,000 people and people are in need of training and skills in sectors others than tourism. RSUP Sanglah hopes to stock N-65 masks to prevent SARS


    7. Badan Koordinasi Daerah (BAKDA) Propinsi Bali reported that 3000 refugees from East Timor are in need of financial aid and skills training.


    8. Dinas Kesehatan Propinsi Bali advised that the public be informed about the PMI (Red Cross) ambulance program.


  8. Details for the next meeting will be sent out by IMC.
    The NGO meeting for next month will be held Tuesday, 13 May 2003. Time, place, and agenda will be sent out shortly.
