The Bali Recovery Group is an informal meeting of NGO's and
individuals wishing to coordinate their relief activities following
the Bali Bomb of 12th October 2002. The venue is supplied by
IMC and the meeting is chaired by YKIP by current consensus
of the group.
- Minute of Last Meeting
David Magson opened the meeting at 6:45pm by introducing the minutes
of the last NGO meeting (8th), which were accepted.
- Attendance New Members and Organisations
Organizations that attended the meeting for the first time introduced
themselves and there were 6 new organizations and 3 persons – Bpk.
I Md Lastrawan. Bpk. I Ketut Sadia, Bpk. A.A Sujana - from Disnaker
Bali (Man Power Department); and 1 person – Bpk. I Gd Reseken
- from Ditserse Polda Bali (Police Departement) as they were invited.
The new organizations were :
- Mitra Bali – Agung Alit
A company who supported in marketing handy craft which produced
by people who loosed their job as a bomb effect.
- Bali Echo magazine
- AusAid “Access Program” – Donna
Holden
This Team is focused on NGO strengthening in Bali with particular
reference to assisting with the effect of Bali Bomb.
- Kalimajari – Widi
This Foundation is active in Human Resources, specially after the
bomb tragedy.
- Dinari Foundation – Evi & Diana
This Foundation is involved since the bomb tragedy.
- SBSI (Union Labour)
They handled the effect of the bombing specially for labours.
- Update on the Database
One of the Bali Recovery Group activities is to make one database of
the bomb victim, which will be kept by Bali Hati Foundation.
Graeme Stevens gave a detailed update on the information and has
done a presentation of how far is the database until today. There
are 54 victims with no details and the list of them are distributed
to all the meeting attendance and everybody who know anything about
the victim please contact YKIP or Bali Hati for further data collection
process.

- Special Item
Dr. Nick Mawdsley from UNDP (United Nations Development Programme)
gave a presentation of the UNDP and World Bank role in Bali Recovery.
- Sub Committees
An update from each sub committee was discussed as follows:
- Education Sub Committees
YKIDS - YKIP
The donation received has increased around 10% and YKIDS has employed a Field Manager which going to practically and initially with the group of victims' children and to get performance indicator. The Field Manager also to continue the assessment of the children.
- Family Assistance Sub Committees
Dini from Bali Hati cooperated with IALF in giving an English Course to the victims who are still in medical treatment.
Sri from Zero to One reported that they had re-interviewed the victims and found out what are the victims needed. Zero to One also has donated the victims requirement and update the database as well. A survey also already conducted for those whom lost their job because of the bomb tragedy and try to find what is the appropriate job for them.
ADOPTA reported that the factory of cloth bag which employed the bomb victims' widows has been produced a good quality of cloth bags and it was helped the family of the victims. For this project, ADOPTA was supported by IDEP, Zero to One and Bali Hati Foundation.
- Counseling Sub Committees
Viebeke (Parum Samigita) advised that the previous counseling which supported by BIWA and YKIP was successfully done at Mandira Hotel - Kuta.
Sisa DeJesus (IMC) is doing some activities like : Media Campaign through advertisement on Radio and Newspapers, Health Consultation Program via Radio (1 hour) once a week, Interactive Program via Radio and Television twice a month in order to inform the community of trauma indications and IMC service to give free medication treatment or counseling. IMC also going to hold Drama Bondres around banjars as a counseling program twice a month. There are 80 patients that now handle by IMC which coming from many towns in Bali, which became the Bali bomb victims.
Sita (BIWA) advised that BIWA has made a manual of the stress healing, which conducted last 16 - 18 February 2003 (3 Days). The manual is available at the BIWA Centre.
David Magson (YKIP) reported the Wayang Kulit Performance for Children has been conducted last 1 March 2003 at the Children Party. The party was held at Bali International School (BIS) and dedicated to the children who lost their parent due to the bomb tragedy. The Children's Wayang Kulit Performance was funded by UNICEF and also attended by Dr. Robert Reverger as the psychologist.
- Medical Immediate Sub Committees
Dr. Injil Abu Bakar (Bali Hati) informed there are 65 patients now who still handled by Bali Hati. Bali Hati will send another 6 patient to Australia to get burn medical treatment and 2 patients still in Perth.
On 7 February 2003, Bali Hati also held a seminar for ears, which presented by Dr. Harvey Cotes from Australia.
Last January the Second Skin Company - Perth has donated pressure garment for the bomb victims and they planned to visit Bali again on middle April 2003 to make some assessment. Bali Hati also work together with John Forsyth Foundation (Yayasan Kemanusiaan Indonesia).
- Medical Long Term Sub Committees
Priyo from PMI (Indonesian Red Cross) reported that they are in the middle of a disaster prevention training (Satgana Training - Satuan Tugas Penanggulangan Bencana) funded by AusAid.
The training will be conducted in 9 branches (all of Bali area), and to date only Badung region who has completed the training and Denpasar Branch still ongoing and the other branches will be next.
Based on the PMI's assessment there are 3 branches that 'appropriate' to have new ambulance ('appropriate' mean is the branch qualified in all operational costing including ambulance maintenance, staff salary etc.). The branch that will receive a new ambulance is Badung, Denpasar and Buleleng.
Medical supply donation and training for Blood Transfusion Unit at all branches in Bali is the next program of Red Cross. On 6 February 2003, the 9 branches are met in Denpasar to discuss a better blood servicing system to the community. A decision has been taken, that is to try a new system, which is, make the Advisory Blood Transfusion Unit in Sanglah Hospital as the Blood Transfusion Unit Centre in Bali.
Sean Houston as the representative from AusAid explained about the fund, which
received from Australian Government to help the medical system in Bali. Some
fund will go to Sanglah Hospital, John Forsyth Foundation (YKI), for the medical
training scholarship as well and others requirement.
The World Health Organization (WHO) is going to make a research study to develop a better medical system in Bali due to the bomb tragedy. The committee is going to be established to do the research and Sean will email the NGO members about this committee.
YKIP has received 3 Airway Bills from organization who needs help in clearing the medical donation, which still kept, by the custom. The documents have been submitted to the custom for further process as mentioned in the Dinas Kesehatan Letter. Since the donations kept from last year the custom would like to check the condition first before make further action. The custom planned to check them next Friday, 14 March 2003.
YKIP is going to receive a donation from Anika Lyndon Foundation and the fund is going to be used for YKIP's project - Medical Library. The Medical Library will be built at Udayana University - Medical Faculty. Anika Lyndon Foundation also will dedicate some fund for YKIP - YKIDS Scholarship.
- Environment
GUS (Gelombang Udara Segar) has a plan to make recycling water and rubbish program
and they have done public toilet project at Suluban -Uluwatu.
During March - June 2003, GUS have a program which funded by USAID and the program are :
- School Program "United in One Environment" - To brief teenagers (High School) about environment damage in Kuta and to make them aware of good environment.
- Mural Competition Program - painting competition will be held in Kuta area and the message is to improve environment in Bali and to announce the world about Bali.
- Rubish Workshop Program - will cooperate with DKP Badung and the purpose of this program is to upgrade the rubish system from Kerobokan until Jimbaran area and to find solution in handling rubish in the future.
Melanie (IDEP) reported that they have went to Tabanan area and try to combine between environment and economic. IDEP also tried to raise some fund to help the Tabanan Hospital in upgrading the health system.
