8TH NGO COORDINATION MEETING

Radisson Hotel – 4th February 2003 6PM
 
The Bali Recovery Group is an informal meeting of NGO's and individuals wishing to coordinate their relief activities following the Bali Bomb of 12th October 2002. The venue is supplied by IMC and the meeting is chaired by YKIP by current consensus of the group.
  1. Minute of Last Meeting
    David Magson opened the meeting at 6:20pm by introducing the minutes of the last NGO meeting (7th), which were accepted.

  2. Attendance New Members and Organisations
    38 people attended the meeting from 13 different organizations – the attendance list is attached.

    There were 3 first time attendees and one new organization. The new members were Michelle and Jason Childs, Sean Houston under contract to AusAid and Geoff Thwaites from Zero to One. Michelle is currently working with a group of Indonesian surfers to create a possible surfing event sometime on the island in the near future. The new organization was The Zero to One Foundation for which Geoff Thwaites is the Administrator.

    Zero to One Foundation
    The Foundation was established on the Queensland Gold Coast to sponsor victims of terrorist attacks worldwide. Geoff relates that he and his wife lost their son, Robert in the Kuta Bombing and it is Robert's personal manifesto, found within his computer that forms the basis of the Zero to One Foundation, whose aim is simply to help those in a seemingly impossible position gain support until they are self sufficient. Geoff submitted the constitution of the Zero to One Foundation to the Bali Recovery Group. The Zero to One Foundation has created a team of local volunteers to work in the field collecting data and screening casualties etc. afterwards the data will be submitted to Bali Hati for further database process. This team will be at the disposal of all groups participating in the Bali Recovery Group.

  3. Update on the Database
    Graeme Stevens gave a detailed update on the information in the Bali Recovery Group database on Balinese victims of the bombing. Some of the figures are shown below:

    It was noted that 108 of families have yet to be interviewed to assess their need. Parum Samigita and Zero to One have agreed to provide additional field teams to work with Bali Hati on speeding this up. YKIP has agreed to try and trace the 64 victims for whom no details are known except a name.

  5. Sub Committees
    An update from each sub committee was discussed as follows:

    1. Education Sub Committees
      YKIDS
      Immediate financial responsibilities for the 24 families and 51 children in the current program have been met.

      A second program involving parents who may be permanently incapacitated has been identified. This group numbers 25 families with 44 children. YKIP will enlist the services of the Zero to One outreach team to screen the relevant details of this group.

      YKIP - KIDS children's trust fund.
      An MOU is complete and awaiting signature between: YKIDS, YKIP, BIWA, Rotary Bali Nusa Dua, Adopta, Bali International School, Australian International School and Sekolah Dyatmika. This MOU will govern the management of a trust fund set up for the education of the children of the victims.

    2. Family Assistance Sub Committees
      David Wedd (ADOPTA) is established a garment cooperative in the Kapaon district for the purpose of the training and re-employment of victims of the blast.


    3. Counseling Sub Committees
      Dr. Oka (IMC) outlined that national psychologists are developing a model for children’s counseling. Media campaigns continue to be developed including “Bondresan” which is in the form of a traditional performance. A review of IMC’s counseling program to date was circulated at the meeting. This report will be placed on the Bali Recovery Group web site.

      Sita (BIWA) is organizing a stress relief workshop called “Capacitar” in the 16 – 18 February 2003 (3 Days).

    4. Medical Immediate Sub Committees
      Dr. Injil Abu Bakar (Bali Hati) is still taking care of 30 patients. Various international specialists that are visiting Bali continue to assist in treating bomb victims. There are possibly 3 patients requiring (ENT) treatment who will be sent to Perth for appropriate care. This is in coordination with the John Forsyth Foundation. Two seminars have been created to advise patients of the on going treatment of burns and seminars are also being run to counsel for PTSD.


    5. Medical Long Term Sub Committees

      • Red Cross
        Lyn McLennan (Australian Red Cross) reported that the 3 branches of the local ambulance service will be upgraded, and the Australian Red Cross will support the Indonesian Red Cross with the funding allocation to upgrade existing coordination and implementation of a disaster relief plan.

      • AusAid
        Sean Houston has been contracted by AusAid to assist Sanglah Hospital with the co-ordination of assistance being offered to the Hospital. He informed the meeting that it is proposed that by the end of February a design team would be mobilized to further develop the Australian aid efforts at the Hospital.
        Sean has prepared an Inception Report detailing current assistance offered to the Hospital from all sources. This report has been provided to the Hospital and AusAid Canberra. It is anticipated that the Australian Government will soon finalise an offer of assistance to the Hospital.

      • YKIP
        Richard Flax reported that the Bali Provincial Government had given approval for a Puskesmas clinic to be established in Legian. YKIP is working in conjunction with the local people in helping to realise this much needed facility.

    6. Enfironment
      No issues were discussed.


    7. Economic Recovery
      Lawrence Blair from Friends of Bali advised that the World Peace Concert has chosen the date of September 21st, which is the United nation’s World Peace Day to hold their concert in Bali. The organizing committee has approached Michael Lang to assist in convening the concert.

      As the request of the meeting David Magson advised that he would see if a representative of the World Bank would be prepared to make a presentation of their program at the next meeting for information purposes.

  6. Any Other Business
    The Bali Recovery Group website have been set up and if any group members require a page on the website please design it and send it to info@mitrais.com for display accordingly.
